Workflows; Multiple Client Workflows of the same type can be added to a Client regardless of the Workflow Type setting to disallow this

Workflow Types have an option to "Allow multiple 'Open' Workflows of this type" on the General page.

Regardless of this setting, multiple Workflows of the same type could be added for Clients.

NOTE: This option was applied correctly for Accounts and Account Applications.
