Close Withholding Tax Period wizard; update text in form header

The sub-heading on the form header of the Close Withholding Tax Period wizard has been updated.

Previously the text was "Enter details for the Withholding Tax closing.". This has been updated to "Enter details for the Withholding Tax Period being closed.".
