Business Layer; added BankAccountFunctions utilities
Added BankAccountFunctions to the finPOWER Connect Business Layer.
Utilities include functions to get and set the Next Cheque Number for Cheque Printing.
It also includes some utilities that were in the existing BankingFunctions object. Functions that have been moved are still available but have been marked as system only and obsoleted.
