Payment Standard Transactions; Direct Debits not processed correctly where Account's Overdue Balance is greater than or equal to its Balance

Payment Standard Transactions paid by Direct Debit should create Bank Transactions immediately when processed in Account Processes.

An issue was causing the Direct Debit transaction to not be created where the Account's Overdue Balance is equal to or greater than the Account Balance. This normally only occurs after the Loan's maturity date.
