New Account wizard; "Payments" control on Financial page does not show

In the New Account wizard, Financial page, the "Payments" control may be missing. This occurs under the following scenario:

1. Select a Revolving Credit Loan Account Type.
2. Move forward to Financial page, the Minimum Payments block of controls show.
3. Go back and change to a Fixed Term Loan Account Type.
4. Move forward to Financial page.

The Payments control is not shown.
