SQL Server Databases; cannot open a database in Exclusive mode

Cannot open a SQL Server database in Exclusive mode.

finPOWER Connect always fails with "Failed to open Database '[database name]'. Failed to open database. The Database cannot be opened in Exclusive mode since other Users are currently connected to it.".

Added new functionality for SQL Server databases to detect if the user has permission "VIEW SERVER STATE". If they do not have rights to this permission, then a database cannot be opened in exclusive mode - as finPOWER Connect cannot determine if other users have the database open.

Note, this also means the Tools, Database, View Database Users and Locks will now return an error message.
