Accounting Ledgers; new Business Layer function to set Element and it's defaults

There is a new Business Layer function to set an Accounting Ledger's Element and it's defaults.

Instead of simply setting the property ElementId on finAccountAccountingLedger, use the function ElementIdSet to not only set the ElementId, but the defaults from the Element.

Note, defaults include the Type, Method, Method Less, GL Account, Unearned GL Account and GL End of Month split.
