Workflows; New option on Workflow Type to suppress 'New Workflow created' message if new Workflow is not allocated to the current User

A new option is available on the Workflow Types form, New Workflows page to suppress the 'New Workflow created' message if the new Workflow is not allocated to the current User.

This message is displayed upon actioning a Workflow Item that creates a new Workflow, e.g., a "Cancel and Start New Workflow" action has been performed in response to a Question.

NOTE: This message regarding the Workflow's Status having changed is always displayed, regardless of this setting.

The Workflow Type Details report has been updated to show this new option.
