finHtmlSummaryPage2StringBuilder; Not handling a target of "External" correctly

When the Initialise method of the finHtmlSummaryPage2StringBuilder business layer object was called passing in a target of isefinSummaryPageTarget.External, the expected behaviour was not happening.

Calling the HtmlHeaderBegin method was not generating a full HTML page or embedding the CSS.
