Global Collections; New method to get a list of primary keys from a CSV list of Ids

All Global Collections support a new 'GetPksListFromIdsCsv' business layer method.

This allows a comma-separated list of Ids, e.g., Account Type Ids to be specified and a list of primary keys returns.
