Business Layer changes; Credit Enquiry/ Messaging IsConfigured and ConfigurationMessage changed

Changes have been made to the finPOWER Connect Business Layer with regards to the Credit Enquiry and Messaging services "IsConfigured" and "ConfigurationMessage" functions.

The IsConfigured function now returns an optional "message" parameter which replaces the ConfigurationMessage function.

Behind the scenes the IsConfigured function is now coded in the actual service. This means the function can also be used to provide additional validation before a web service is executed.

Note, the ConfigurationMessage property is still available but is now hidden and obsoleted.
