Database upgrade; removed upgrade code for databases prior to version 1.6
The Database upgrade wizard will now only upgrade databases that are version 1.6 or higher.
If you have an older database version you must install a version between 1.6 and 2.2, update to that version, then install 2.3 and upgrade again.
