ISServiceLogDetails object; moved from finPOWER to Runtime layer

The ISServiceLogDetails object has been moved from the finPOWER Support layer to the ISRuntime layer.

This means it is available to lower level code, including the Credit Bureau assembly.

Note, this is listed as a breaking change, but should not cause existing code to stop working unless the declaration statement fully qualifies the namespace.
