Log Document Publish; new "LogPublishItems" event script

A new event script has been added for handling Log Document Publish events.

To use, create a new script of "Object Events" type, "LogPublishItems" object. Update Global Settings, Documents, General page, Log Publish events script to point to this script.

At present the only event handled is "ExecutePublishCommitPost", which occurs after documents have been published and fees etc. posted. It is called after database transactions have been committed so cannot be used to cancel the publish.
