Workflows; Workflow Item Outcome increased to 50 characters

On the Workflow Item Outcome form, the Outcome could be entered up to 50 characters long.

However, this was being truncated to 20 characters at the business layer.

The finWorkfowItemOutcomeItem business layer object has been updated to allow 50 character Outcomes since this also matches the length of the finWorkflowItem.StatusOutcome property.
