Workflows; Outcome Items XML was being written to the WorkflowItem database table even if there were none

When saving a Workflow, the OutcomeItems field in the WorkflowItem database table was being populated with a short piece of XML, even for Workflow Items that has no Outcome Items defined or to which Outcome Items are not applicable.
