Business Layer; added Exists function to finInformationListItems

A new Exists function has been added to finInformationListItems.

This checks to see if an item with this Value exists in the collection. There is an option "ignoreCase" to indicate that the check is case sensitive or not. The default is False, i.e. apple<>APPLE.
