Workflows; Items with Outcome of 'Set Recall Date' remain 'Open' and cannot be completed

A Workflow Item (e.g., a Question) that has an outcome action of 'Set Recall Date' would set the Workflow's Recall Date accordingly but not advance the current item.

Instead, the Question would remain the current item but with a status of 'Open'. The User would then be unable to complete the item.

This behaviour has been changed. A 'Set Recall Date' outcome action now simply sets the Workflow's Recall Date and advances to the next item.
