Admin records; optimisation in Save and Delete methods

A small optimisation in the Save and Delete methods of Admin record objects has been made.

This saves one extra round trip to the database to begin a database transaction to update the ISRefresh table. The ISRefresh table is an optimisation used to keep the Business Layer up-to-date when checking if a global collection is current.

Note, this applies to all objects that have a global collection, e.g. Departments.
