Import Information; Element Import now supports cases where an Element references another Element not yet imported

When importing Elements in Bulk via the File, Import/ Export Information wizard, the import can fail with an error stating that an element does not exist, even though they are included in the import. This is because an Element can reference another Element, e.g. the Disbursement Element, and if the Element referencing is later in the file and has not yet been imported.

Now all Elements in the file are temporarily added and then full Element information is imported.
