Credit Bureau; some services were not setting overriding URL from Global Settings

Some Credit Bureau services were not setting the overriding URL from Global Settings. This applies to both the Production and Test URLs.

The following Credit Bureau services were affected:

CreditWorks
NZ Companies Office
