Startup/ Shutdown Bank Transaction alerts; new options to enable/ disable these alerts per user.

There are new options to enable/ disable Startup/ Shutdown Bank Transaction alerts, i.e. if there are Bank Direct Debits, Direct Credits and/ or Lodgements ready to export.

Under Tools, User Options, General tab are settings "Check Banking Transactions requiring attention on startup?" and "...on shutdown?" Note, emPOWER still checks to see if the respective menu option is available for each alert.
