Auditing; new option to audit Credit Limit changes whilst an Account is a Quote

A new auditing option has been added to audit Credit Limit changes whilst an Account is a Quote. This allows auditing pf situations where a Loan is originally declined but is later approved at a lower value.

A new Global Setting option under Auditing, Accounts page has been added "Credit Limit Quote". By default this will create an audit record but not a Log record.
