'Decision Card' and 'Bank Account Enquiry Review' items would not run if no 'Refer' outcome defined even if Decision Card does not support this.

A warning would appear and the User would be unable to action the Workflow Item.

The Workflow Item validation (including the validation in the Workflow Item wizard) now accounts for a Decision Card not allowing a 'Refer' type outcome.

NOTE: Automatic outcomes of 'Pass', 'Fail' and 'Refer' are still created in the Workflow Item wizard, regardless of the Decision Card being used.
