Application Shortcuts; URLs in HTML Summary Pages do not work if greater than 2083 characters

Internet Explorer imposes a 2083 character limit on URLs meaning that any Application Shortcuts run from hyperlinks in HTML Summary Pages exceding this limit will not work.

Most Application Shortcuts would not reach anywhere near this limit except for "HtmlShow" Application Shortcuts which are used to display HTML in a popup window.

A Trace Warning will now be written when using the finHtmlSummaryPage2StringBuilder to render a Summary Table that has an action or cell hyperlink that exceeds the 2083 character limit.
