Auditing; new option to audit Account Type Payment options

A new option has been added to audit Account Type Payment options.

The option is configured under Global Settings, Auditing, Admin page, "Payments" option under the Account Type category.

Note, several items in the Interest settings section are now also audited, including Interest Instructions, Comparison Rate and Deposit Interest Payment options.
