Workflows; Automatic items are not being processes upon processing an outcome that adds a new Workflow

When processing a Workflow Item (e.g., completing a group) that adds a new Workflow, automatic processing is ignored. E.g., if completing a group adds a new Workflow and also adds a new group to the existing Workflow, the new group will not be processed, even if the first item is automatic.
