Rate Tables; logic for using Tiered Rates with Deposit Accounts has been changed

The logic for selecting a Rate from a Tiered Rate Table with Deposit Accounts has changed.

Currently to use a tiered rate on a Rate Table intended for use with a Deposit Account the values must be entered in as negative numbers. This isn't very intuitive, and may lead to incorrect, unintended or unexpected Interest Rates being used.

Tiered values are now entered as positive values for Deposit Accounts.
