Elements; added option to have separate Refinance Credit/ Rebate method from the existing Close one

A new option has been added to Element for Credits/ Rebates. This allows Loans that are being Refinanced to have a different Method from Loans that are being Closed.

The default option for Refinances is "As Per Close", which means use the Close Method.

Other options are "Not Used", i.e. do not allow Credit/ Rebate for Refinances, and "Override" which allows a different Method to be used.
