User Permissions; added additional details in the description of "Account.Logs.Update"

Logs that are created by a User can normally be updated by that User. In addition a Delegated User has full access to the Log as if they created it.

However, there are permission keys that control this.

Account.Logs.Update
Client.Logs.Update
SecurityItem.Logs.Update
SecurityStmt.Logs.Update

The description of these keys is "User can update Account Logs that they created.". This has been updated to "User can update Account Logs that they created or have been delegated." - which is a more accurate description of what the key controls.
