Notification Actions for wizards not always being fired

When a wizard such as Account Monitor Category Change in completed, a "Notification" is sent to all other forms giving them the option of refreshing their information. E.g., if two Account forms were open showing the same Account, completing the Account Monitor Category Change wizard on one should update the information on the other.

However, if the wizard was shown "pseudo-modal", e.g., via the link on the Accounts form, Status page, a Notification was not send to other forms.

This behavior (or other minor, related changes) has been changed for the following wizards:

NOTE: Notification actions can be disabled under Global and User Preferences, Performance page ("Ignore form Refresh/ Notification Actions?" checkbox). If Notification actions are disabled, completing a wizard such as Account Monitor Category Change should still refresh information on the form from which it was lauched; it just won't refresh other forms. Also, the point at which the original form (the form from which the wizard was lauched) is updated may vary slightly; it will happen after the corresponding "History" form is closed (where relevant).
