Summary Pages; Template content may be HTML Encoded twice

Creating HTML via the business layer finHtmlSummaryPage2StringBuilder, e.g., any Summary Page (version 2), could result in the HTML within a template in a Summary Table (ISSummaryTable object) being encoded twice and therefore appearing corrupted.

For example, adding the following to a Summary Table cell would show the issue:
