Process, Close Tax Period; changed how Entity is defaulted

The Process, Close Tax Period wizard has been updated to better default the Entity.

Now the first active Entity that has a Tax period ending prior to today is defaulted. If no Entity has a tax Period that ends before today, no Entity is defaulted.
