Send Document wizard; Fee is not charged for Email or SMS if last page of wizard not visited

When an Email or SMS Document is selected via the "Send Document" wizard, the "Save" and "Publish" buttons are enabled before reaching the last page of the wizard (the page where any potential fee is entered).

Clicking one of these buttons before reaching the last page creates the Document without any fee.
