Client Type validation; better error message if default tax category is not active

A more specific error message now displays if the default Tax Category for a Client Type is not active.

Previously it stated "Default Tax Category is not listed as an available Tax Category", now it states "Default Tax Category is not active.".

This error would display opon opening the Client form or New Client wizard.
