New Account wizard; blanking Interest Type sets to "Not Applicable"

Blanking the Interest Type in the New Account wizard changes the value to "Not Applicable" the next time a calculation is done.

This has been changed so that the field can no longer be blanked, it will reset to the previous value instead.

Note, the same issue applies to the Start up Interest Type field.
