Test Web Services form; 'Open Web Services Help' link only enabled if URL ends with forward slash

The 'Open Web Services Help' link on the Test Web Services form was only enabled if the URL ended with '/Api/'. This has been updated so that the link is enabled regardless of whether the trailing forward slash is entered or not.
