Workflow Types; Now prevent changing Target Object Type if Workflows exist for Workflow Type

When updating a Workflow Type, it was possible to change the Target Object Type, e.g., from 'Account' to 'Client', even if Workflows had already been created for this Workflow Type.

This could cause issues with Summary Pages and would prevent the Workflows from being processed.

Changing of the Target Object Type is now only allowed if no Workflows exist for this Workflow Type.
