Account Payment Reversal wizard; add option to not charge Document fee

There is a new option in the Account Payment Reversal wizard to not charge Document fee.

After selecting the Document to send, and if the document includes a fee, you may check/ uncheck "Charge Document Fee of $x.xx?".
