Task Manager; Workflow Folders; filtering on Monitor Category not acting as expected if Account has no Monitor Category

Applying a range of Monitor Categories to a Task Manager Workflow folder does not work as expected if the Workflow's Account is not in monitoring.

A range of 'A,' should have returned all Accounts that are in Monitor Category 'A' or are not monitored.

Instead, Accounts that were not monitored were never being included.

NOTE: This has been flagged as a breaking change in case anyone was relying on this functionality.
