Users; Updating a User's password from the Users form not updating the PasswordUtcDate and other issues

Updating a User's password from the Users form (of from the finUser.PasswordSet method) was not updating the PasswordUtcDate on the database.

Also, updating the password from this form was truncating the password history used by the User Policy to prevent User's re-using the same password. The history was being truncated to 5 items rather than 24. Also, the password history was not being correctly validated therefore, from the Users form, a User's password could be changed to a value they had previously used.
