Web Browser control not retaining vertical scroll position

In certain situations, the Web Browser control (used to display summary pages) is required to hold its vertical scroll position when refreshing.

An example of this is on the Page Sets form, Pages page where you can click a link to edit a Page Object. Upon returning from editing the Page Object, the summary page should retain its vertical scroll position.

At some point, this behavior had been broken and, when refreshed, the summary page reset it's scroll position to the top of the HTML page.
