Database handler; DataReaderOpen logic updated

The internal database handler functions DataReaderOpen and DataTableOpen have been updated.

Depending on the database engine, DataReadOpen may need to, behind the scenes, actually open a DataTable. This could result in the Debug Window showing the SQL query twice. This has been fixed.
