Account Close; may fail with an unhandled exception error

The Account Close wizard may fail with an unhandled exception error when committing or when creating a Log (via the Log button). The error is "An unhandled exception has occurred. Primary Key does not exist in collection.".

This occurs if there is a Cost disbursement paid directly to an Account (Payee Type is Account) and that Element is setup to Credit (Rebate) when closed.

A change has been made so if the Disbursement was originally paid directly to an Account, the Recovery Disbursement is either to the default Payee Type on the element, or failing that "Other".
