Test Web Services form; All dates now allow a time portion to be entered

All Web Services date parameters now allow a time portion to be entered regardless of whether the Web Service date allows a time portion.

This makes it easier to test both invalid dates (e.g., Account.AddPendingWithdrawal will fail if the date contains a time portion) and the new 'Encode dates in UTC format' flag on the Connect tab.
