User Preferences; Verify buttons now check if currently logged in User is the User editing

In Tools, User Preference it is possible to view/ edit other Users if you are logged in as an Administrator.

Whilst viewing as another User the Verify buttons for such things as Testing external Web Services, e.g. Centrix, Veda, were testing the logged in User (rather than the one viewing). This is confusing.

Verify buttons now display a message "Verify is only available when viewing Preferences for the currently logged in User." and exit without performing a Verify.
