User Preferences; Global Settings details dropdown updated to show passwords

Under Tools, User Preferences there are several places that allow Global Settings to be used instead of overriding settings for the User. These places include a dropdown to show what the Global Settings are.

Passwords shown in the Global Settings details dropdown always showed a fixed number of "*"s. Now show they show a varying number of "*" depending on the length of the password.
