Scripting; Summary Pages; CSS and images do not work correctly if template folder is a UNC path

Summary Page Scripts using HTML templates and, in particular, the '{{stylesheet}}' template, produce HTML that contains CSS and Base tags (for resolving images) that does not work correctly if the User's Template folder is a UNC path.

The HTML has been updated to now use the 'file://' protocol when referencing the Template folder which works with both local and drive mappings and also UNC paths.

This applies only to Summary Pages and not Summary Page (Version 2) type Scripts which already used the 'file://' protocol.
