Web Services; Business layer changes to support Web Services

The following changes have been made to the finPOWER Connect business layer to better support Web Services. These changes occur when the Web Services (or other external application) uses the ISfinSupport.CurrentUserQuickLogin method to quickly switch User contexts:

• Any global collections that have changed will be refreshed
• User details and permissions will be be refreshed if permissions or user groups have been updated
• Updating User Preferences now increments the User.SettingsTimestamp field whereas previously it updated the User.Timestamp field
