Information Import; Global Settings will no longer be imported if the database has existing Accounts

Global Settings will no longer be imported, via File, Import/ Export Information, if the database has existing Accounts.

Note, this is to prevent accidentally importing a file with Global Settings and causing all global settings to be incorrectly updated.
